Customized Services

PNC occasionally needs to engage specialized services for real estate properties. These types of services may include, but are not limited to, the following examples.

Peer Review
Seismic Analysis - Existing Building
Seismic Analysis - Pre-construction analysis
Periodic Property Observation
Geotechnical Soils Analysis

When any of these special needs are identified, PNC will submit a request using a scope of service reference of "Customized Consulting". The consultants will review the Special Instructions, Needs/Requirements section of the bid request to determine the particular services that are being requested. Real Estate Administration may fax or email additional, detailed information about the work product to invited consultants to clarify the scope of services needed.

General Information

An executive summary should be provided at the beginning of the report, which includes the following information

Owner/Borrower Name
Project name and location
Description of the property and improvements
Statement of scope of work performed and assumptions made
Overview of compliance with regulations and requirements of governing authorities (include licenses, permits, variances, etc.), as applicable
Summary of issues identified, potential problems, and recommendations for additional investigations or exploratory work
Conclusions

Detailed Scope of Work

The detailed requirements of the Customized Consulting services are identified in the Special Instructions field of the bid request and may be augmented by subsequent email, fax, or written communication.

A detailed real estate property description form must be included as an exhibit to the work product.

Reporting Requirements

Oral Report

The consultant should notify the PNC designate by oral report if there are substantive concerns. If timing or material constraints prohibit delivery of the written report by the commissioned due date, the consultant must promptly notify REA or the PNC designate to determine how to proceed.

Written Report

Electronic or compact disk versions of the report, exhibits, and labeled photographs should be delivered promptly and may be provided in lieu of hard copies, provided that these are easily accessible and fully legible. The report should be delivered to the PNC designate within two to three weeks following the on-site visit. The report should also include copies of relevant documents, such as certificates of occupancy, labor and industry certifications, building code violation notices, etc., to the extent that these documents support the Customized Services requested. Additional copies of the report may be required for syndicated transactions with multiple parties; such as, investors and lending partners, or PNC Real Estate Administration for quality control and validation purposes. When written reports are requested, two hard copies should be delivered, unless otherwise specified.
